There is no way to get 1 han 20 fu. Bottom line is this: The ONLY way to get pure 20 fu is a closed pinfu hand. An open pinfu will earn that 2 fu, and thus round to 30. I'll probably get some criticism for this strategy, but I might start by throwing the 9-bam I want to try to develop the red fives, and to do that it would be nice to be able to call discards and speed the hand up. For that, the fastest yaku is tanyao, which with just that alone is approaching manga...
