It is considered the very correct thing to do, 30% is very low for jyoutaku (because jyoutaku is quite slow at reaching tenpai, it is actually very advantageous to have a high naki rate, even up to +40), and unless you are very menzen which is very hard to master (and I don't reccomend you doing so...

I'm at 30% I'm questioning because the example you cited, was a very bad example for a good atozuke. And I believe, style plays a huge role. I've seen a 7dan with a high riichi rate. You shouldn't preach as though as it is the very correct thing to do with such an example. Especially you saying that...

You have good shapes to further develop this hand. Discard the pair of pei to go for flexibility instead of relying on 7m.

If 7m is being ponned, you can still make use of 8m and 9m upon drawing them.

chance of oya pushing to tenpai is extremely high. This means high chance for him to deal in which makes you 2nd. Erm..even if 4m is dangerous, I will still deliberately choose no-ten.

The best case scenario of this West 3 is ending it with a draw. (of course we exclude winning as the best case scenario)

You give your opponent chances to catch up if you give this han-chan an extra round.

I don't understand the discard of 3-dot at all. It makes your shape worse off and halve the chance of using the red 5. 789 sanshoku is way too far. riichi pinfu dora dora is prioritised over unconfirmed sanshoku.

I will discard 8-dot to secure the aka 5p without losing any tile efficiency.

The alternative modern theory is to use the chun as the pair and riichi although your decision of aiming for a pinfu instead of relying on yakuhai is correct Since you cant do both of these at the same time, which is preferred?
