If it's off, then it's probably not recognized as having any value at all. Does your game have a detailed help section, or an online forum, or a support email address?

I'm surprised nobody mentioned Jenn's book. It may not be "official," but it's in English, and it describes the variant under discussion.
And Scott Miller's book includes a section on riichi majan too.

According to "Mah-Jong 3rd Edition" which is the rulebook endorsed by the British Mah-Jong Association, there is no EXPLICIT mention that East is allowed to mahjong during the goulash. ... So clearly the BMJA rules imply that East can in fact win during the goulash... they just for some reason miss...
