Some early sets had red 8 dots, without being red dora. (This pre-dates Riichi mahjong.) Yes, you would have to crave a blank tile.
Paint or marker pen rubs off more or less quickly on a flat tile.
You can use a marker pen and "seal" it with tape.
It will sit slightly differently in the wall, but what will stand out more is the fresh back among the old scratched ones.

Ozball got it right. But it more have to do with the first two sentences of the chapter: Calls for chii and pon/kan can be made until the next player draws . Once someone declares riichi and let pass a winning tile, they can no longer claim any tile for a win (i.e. until the hand is over). When not in riichi, they can't ron on the same turn they let pass a winning tile (i.e. until their next draw). This applies also to "winning" tiles not giving any yaku...
