Oka is *always* calculated and contributes to the Top person\'s Match score. The only exception I can think of is if the starting score was 30000 (instead of 25000 or 27000 etc), in which the Starting Score - Baseline = 0, hence no Oka bonus! I had downloaded older Japanese Mahjong games produced by KOEI (including Mahjong Taikai I and II) and none of them allowed Red Fives. I think it\'s a silly attempt by the programmers to be consistent?!

There are actually a few true 4 player mahjong games in English (eg Four Winds Mahjong and Hong Kong Mahjong), but their numbers are vastly smaller than the infinite number of Tile matching solitaire games that ignorantly claim to be \"Mahjong\". Sigh...

I think anybody is allowed to declare Kyuushuu Kyuuhai providing they haven\'t discarded a tile yet. That being said, I have no idea why somebody would even think of declaring it when it is such an excellent starting hand to aim for Kokushimusou with... :unsure:
