Why is the discarder of the "last" tile considered "responsible" for a player winning? If a player has 3 or 4 melds from the same other player and wins on self-draw, why not have the player off which the melds were made pay? If I draw a 8-bam, the 7-bam will go out unless there is a special situation like those Gezzar said.
