This time I was referee.
It was hard for me just seeing the playing!!
But I could see many famous players playing.
It was good. Especially Mr. Kihara who is 10dan in tenhou.

Anyway.
Mistake pon without revealing tile is just deposit 1,000 in the palor normally.
And also the tile should not be discarded. If you do, it will be dead hand.
But be aware that palor and competition rule are different due to each its philosophy.
And there are many diff each palor and org. It is normal there 10,000 palor in Japan.

Thats why making one rule is really tough.
I know it was really great job. But needs more discussion for next.
And reduce miscommunication

The 3-second rule should be rewritten as follows:
When a tile is discarded, the maximum window of opportunity for calling it is 3 seconds. Conflicting calls have a maximum of 0.5 seconds to be made after the first one. In the case of someone who calls in 0.8 seconds, another player has up to 1.3 seconds after the initial discard to speak up, or else the first call stands. Should there be a conflict, the other players at the table are responsible for enforcing the time, not a referee.

The 0.5 second interval seems short enough to keep people attentive to the game but may still be perceived as too long by Japanese standards. Notwithstanding any of the above, a ron call still has 3 full seconds to be made.
Heck, I'd probably even add that "After 2 seconds, it is presumed that whoever calls the tile first gets it." but I don't know if that kind of declaration would fit in the European metagame.

Sorry it took me so long to get to this, had a busy week or so.

Anyways I asked at the parlour today and the response was that in general in tournaments it's just a dead hand. ("agari-houki") Though they did stress that that is just the majority of cases, there might be the occasional tournament that will rule it as a chombo.

Thanks for the reply! It's an interesting result, and it gives the WRR some design leeway here. I have no strong preference towards one ruling or another. Agari-houki might be better for its commonness.
