Mahjong Soul releases today in English
Majsoul has been a popular free online game recently, running in Chinese with an English-language patch, but the new English version called Mahjong Soul launched today.
It features Japanese rules (including red fives) and female anime-style characters. It runs in your web browser but Android and iOS apps are coming.

Is it chinese, japanese, taiwanese, or from another country?
I'm asking because of that recent thread about China banning mahjong videogames... Will that affect this game in any way that could affect us?

I only know that the original version was in Chinese. The websites have Shanghai and Nanjing addresses.
The Japanese version was scheduled to launch in Spring 2019 with the English one.
The new law means that new mahjong games won't receive government approval for distribution in China. I believe Majsoul only launched last year and articles about the ban said that game approvals in China had been frozen for nine months prior to December 2018. So I guess either this was authorised in early 2018 or it was produced in China but has only been marketed in other countries...?

This has pretty much the Tenhou look, down to the gleaming dora... Main difference is the wall is not visible...

Well, tried it today (Work and PS4 video games took most of my time), and to me, seems pretty cool. Looks like Janryuumon, somewhat.
The game has micro transactions similar to gacha or loot boxes (as you don't know what your going to get), which can be cosmetic items or characters to play as. As I'm not interested in micro transactions and all, didn't look too much into it.
You don't need them to play, and the game runs ok. No problems with my computer or the internet connection so far (I usually have great or very good connection at home).
There's an option to change the fact the tiles show help for people not used to the tiles, like 5 or W, E on the top-right of them. As I always say, I'm just casual. But I turned it off because I already know the tiles by heart as I've been playing this game from time to time for years, and know some japanese. Also that help distracts me a lot.
Music is fine, pleasant to hear, but probably you'll end turning it off in the long run. The yaku list is a bit weird as some terms are in Japanese and others in English, I'd love some consistency here.
Voice overs and specific emoticons for each character (to use while on a match) are a big plus. The emoticons are funny and cute, and I like the voices (you can check voice samples of the characters you cannot play as yet). The game has great voice actresses.
The game might turn to be, with a bit of polishing, a great online mahjong game. I see a lot of potential here, even with the microtransactions and all (I hate them, so avoid them like the plague, but the game itself is good).

...Eventually! It was announced a few hours ago that the mobile version will release on 26 November.

Played an East round only friendly match of this game on the Android mobile app.
Have a few questions: Following advanced, what's the difference between disable and enable? Under account settings, what's the difference between NOT BOUND and TAP TO BIND. When you add cpu opponent's, they all say EASY,
can you change the difficulty level?
And can you make the cpu avatars not ALL LOOK THE SAME?
Also, can you change the rules, like instead of 3 RED FIVES, make it NO RED FIVES?
Lastly, for now, how did this app know I was or2az without me telling it?

I think the game is mainly intended for playing online with a fixed consistent rule-set - three red fives, Kuitan Ari, etc.

A little more information on the mobile versions of Mahjong Soul.
If you hit enable, there is the option to change some rules as you scroll down, which I did not notice before.
There is an option for NO RED FIVES as well as an option to make the game a little more difficult, along with some other options.
