The three girls have the following tiles. (It's Chinese / HK mahjong so there are a lot of open sets.)
He puts the 7p down without a declaration. It's in front of his hand but also quite close to the communal discard pool.
The hands are legit (there's no more than four of each tile) but otherwise it's not exactly a serious scene!

I found a Hong Kong mahjong film on Netflix, with Chinese dialogue and English captions, listed under its English title Mahjong Heroes. (1981)
It includes a few tricks and several silly moments. Within the first two minutes a payment dispute is taken to mahjong court.
The whole movie revolves around mahjong, even the opening credits are presented on mahjong tiles.

That's a nice lot of autodealer tables. I've never watched L&O but evidently it is shot in New York. Curious now whether that's a real parlour or if they borrowed from the auto-table dealer in NYC's Chinatown! The rest of the set dressing is relatively basic, but could be a genuine venue?
