Wait, so when he puts down the 7p is he declaring tsumo then? All 4 players were waiting on the same tile?

Yes, he has 3-dot 3-dot 3-dot 4-dot 5-dot 6-dot 8-dot

The three girls have the following tiles. (It's Chinese / HK mahjong so there are a lot of open sets.)

6-dot 6-dot 6-dot 8-dot
7-dot 9-dot 9-dot 9-dot
7-dot 7-dot 8-dot 8-dot

He puts the 7p down without a declaration. It's in front of his hand but also quite close to the communal discard pool.

The hands are legit (there's no more than four of each tile) but otherwise it's not exactly a serious scene!

The mahjong connection is identified in the following episode.

The first book and fourth movie featuring Hannibal Lecter are also called 'Red Dragon', although the name comes not from mahjong but instead a series of 19th-century paintings by William Blake (which also feature prominently in the TV show).

I found a Hong Kong mahjong film on Netflix, with Chinese dialogue and English captions, listed under its English title Mahjong Heroes. (1981)

It includes a few tricks and several silly moments. Within the first two minutes a payment dispute is taken to mahjong court.

The whole movie revolves around mahjong, even the opening credits are presented on mahjong tiles.

That 2002 movie also has the tree carving and mahjong reference.

Tohai (2013) is a live-action series based on a manga about a high-school student drawn into an underworld of gambling.

It's available to stream on Rakuten Viki, although it's not accessible from my country.

They have user-generated translated subtitles including some by Kime (formerly of this parish).

Well, this wasn't a movie but it was live on television.
LAW & ORDER SVU, about a week ago.
When I noticed the episode had to do with Chinatown in New York, I was hoping.....and sure enough......

Good work, Steve! TV shows are welcome.

That's a nice lot of autodealer tables. I've never watched L&O but evidently it is shot in New York. Curious now whether that's a real parlour or if they borrowed from the auto-table dealer in NYC's Chinatown! The rest of the set dressing is relatively basic, but could be a genuine venue?

It's the third ep in series 8, entitled "Kau pahi, ko'u kua. Kau pu, ko'u po'o"!

I think you only see the table briefly a couple of times in early scenes.
