I'll discard 4-bam and go for chitoi.
Considering South's hand I prefer to have a quick hand to win before him (or break the hand to defend).
We will have a faster tenpai and better wait by discarding 1-dot (tenpai with any of 5p 4567s), but we may be waiting without yaku and I certainly don't want to declare riichi here.

I would discard 1-dot

I'm scared of south but I doubt he is in tenpai and waiting for 1p. For some reason I feel like 1p is safe-ish since he was discarding all his terminals early, and if he's going for toitoi to get a huge hand then it's unlikely that he has a pair of 1p since i've already got 2. I would then have another 1p to discard after that... if by then I didn't draw any safe tiles or get to tenpai, I'd probably throw 4-bam and start folding. Might be a bit wishy-washy, but that's what I'd do.

We might decrease our seven pairs wait by 2 tiles, but we open up tan yao and all pungs.

4-bam , putting me one away from ready, and eight remaining available tiles to get there.
South could be well along to toitoi, but chanta is not likely with those discards. Being so far being, perhaps she just wants a win to start getting some luck back.

1-bam my aim is not only seven pair but could be all pong, if you're lucky maybe could get 3 concealed pong or hidden treasure (suu an kou), or also ryan ipekou

This reminds me of a quote from Osamuko's blog...
The threat here is Player D getting a tsumo, which will knock you out of first place, going into the last hand. Seeing as the player in second by 100 points knows this, he has virtually no reason to gamble on making a hand, since it pretty much accomplishes the same objective with zero risk.
Playing into that mangan is simply unacceptable here. Defense is a must. Chiitoi is great because it allows us to discard safe waiting tiles while remaining iishanten, and retreating from tenpai is possible too. So the discard is 4-sou, followed by 1-sou. Discarding the 4-sou pair or not later depends on the draws and discards.

4-sou leads me to two safe discards against someone whose hand looks pretty far ahead, and it could go to chiitoi or even a ryan pei kou if I was super lucky. Definitely 4-sou, then sit back and play it safe, aiming for chiitoi. Especially with my position, I've got no reason to stick my neck out here.

I am having a hard time deciding which way to go here. Toi-Toi? Chii-Toitsu? Neither?
If neither, I would probably toss the 1-dot .
If the other two, probably the 1-bam .
There seems to be a variety of opinions, including the 4-bam .
And what about the next good tile that becomes available? (You draw a 3-bam , you got iipeiko)

I seem to recall a saki episode, something like if you have 5 pairs, you should go for seven pairs, and if you have 4 pairs and a pung, you should go for toi-toi. I'm sure it's not that simple and there are other factors to consider here. (even though it does work often enough)
Should you open the hand if you can claim a discard to turn another pair into a pung? Or stay concealed for better defense later? Probably the latter.

I had a similar hand today, which presented the same kind of problem, which is why I went searching for a WWYD.

On the topic question I think I'd go with 1-bam: it leaves me open for chii toitsu and toitoi, and leaves me with 4455, which is good in case I have to go with sequences.
