I'd go with 
. With two winds already on the field, it's a pretty safe tile for later, even if it is the dora (though there's always a chance someone gets tricky; I might not hold it for TOO long). But the thing is, the isn't doing anything for you in this hand anyway, and if you luck out and draw the remaining , you have the option to switch to a seven pairs hand.

Yup. Trash the Tong, and get it over with. It'll suck if you drop anything else, and you end up drawing a tile that would have been useful with it.
