Everyone seems to be holding onto terminals and honors.
Small chance that dealer can take the tile but, it passed when north discarded a few turns earlier so it's unlikely.
Alternatively I might throw the 3s.

Any honor tile besides 
I feel like they're being held on to as well. That means dumping them now and pursuing chiitoi while hoping to draw the dora. the scores are still balanced, so letting people open their hands is not a super big drawback as long as you don't give them the dora.
