I think the 4455m figure is better than the 357p, since we already have a pair at 9s, and if 6s is drawn we won't be struggling for a pair if needed. Now cue experts telling me where I am wrong.

The hand is one element heavy, so as it develops, more will have to be shed.
I wouldn't mess with 78999, thats great for a set and a pair or two sets, so the choice is craks or dots, both of which aren't entirely safe at this point already, and in this case I'd favor keeping the craks. The biggest problem is the player to my right... he's clearly holding craks (as is North).

Three of the 9p have already been discarded, and the 4p is a live tile so keep the 3p.
You should keep the 8p only in hopes of drawing a second in pursuit of a seven pairs hand.
In that case you should discard the 9s, and can discard a second later depending on how the hand develops.

I disagree completely with the 7 pairs assessment.

8p is obvious by now. 5_7 covers 3 of the 4 remaining _78_ outs.
The 7p throw should be obvious. You can hold on to one pair, a potential shanpon wait, or..... to a pair that isn't contributing to more waits? Override if you get 7p on the very next draw, but with the information we have now, that's the course of action.

I agree, with 3 9-dots (9p) out already, I keep all of my options open with the 8-dots discard.
I can still go for 7-pairs (chitoitsu) and if I get some 3-6-craks (3m-6m) then I can change the shape of my remaining dots.

To be frank, this hand is pretty hopeless. If you still want to make a winning hand out of this, you'd have to start considering other options.
But why cut the

? Because it gives you the additional option of transitioning into a tanyao hand.
The 78999s can be viewed as 789 + 99 or 78 + 999.
You already have plenty of pairs, the last 9s is already in the discard pile which means the only way

will become useful is if you draw a

. Without a 6s, the 2x 9s is viewed as burden.
But would it backfire if you draw 6s? Actually it's the contrary. If a 6s is drawn you can happily cut the last 9s and transition into a quick tanyao hand, which is exactly what you want to extend your position as the dealer.
Lastly, by cutting

you still have the chance of achieving nagashi mangan. Quite unlikely, but who knows?
