This is a really bad situation to be in during tonpuusen 
. The only way you can win your way out of last place is riichi+tsumo+tanyao/East+dora. ron for 3900 off of 3rd place will bring you out of last with the honba, but if your hand was in that position, might as well go for riichi, no? Tsumo would bring you into second place, so just go for it! 
's would go next, then I'd do whatever it took to get up to a tanyao hand, including furiten riichi after completing the other groups but drawing an end tile like

I didn't notice it was tonpuusen (I was looking in the wrong place on the screen), but I did also select 1sou nevertheless. In tonpuusen this is certainly a bad situation and making tanyao and dora and other stuff would be good idea like you say. However, without knowledge of the match format (I don't know what match formats are used in Ron2), it is difficult to know if there is a better way, and to know how important making a certain place would be in such a match format.
