West seems to be the popular choice but this is the dora tile and if my opposite opponent just happens to already have two of them and claims mine, and goes on to win the hand, that leaves me, East, having to pay double, so forget that.
I would toss the .
Yes, I know a straight is only 2 tiles away, but I don't get many of those and tossing the just doesn't feel right.

But if you don't get that second Sha, then you'll have to discard it eventually unless you fold, and Oya will have had more time to gather their pair.

I still have some leeway, like the , which is probably a safe discard, and depending on what tiles I draw, there is still that .
I'm not that concerned with getting that 2nd West (Sha), and being that I am Oya (dealer), I don't want to give mine up, (at least until another one comes out first), because if I do, and what I stated above does occur, I would hate myself for the rest of the match. I'd rather fold the hand, if necessary.
