Well, it's the last hand of the match and it looks like you are not going to win.
You could start tossing those safe east tiles until the hand is over or........
why not toss the 4-bam , be tenpai, and have some fun?

True, but one can also call riichi, and then have a race with West for the win, and maybe postpone the agony.

Edit: I am not being serious here. It's the last hand and North is over 30,000 pts behind 2nd place West, who has just called riichi.
There will be no comeback here. He is on the TITANIC and it is going down. He should enjoy his last few moments.

The current shape is too weak for an attack. We're going to need iipeiko, sanankou or preferably toitoi for a chance at a comeback. 8p discard fits these plans, is among the weaker toitoi tiles, and is also the best betaori move because it's perfectly safe right now but not necessarily later.

Does this game have a rule of a repetitive round in case of exhaustive draws during a south round (like Akagi DS has)? Also, are there any match scores or is a single game being played?

No doubt. It is 8p.
Only you need is yakuman.
Tsumo Suanko is only chance you have.
Discarding 4b, East, your winning probabilty is 0%.
Also discarding East is still not 100% safe to opposite.
If suanko chance is gone later, then you drop the game.
