I think it's time to consider folding this hand. I'd go with 9p. Then perhaps 6s.

Yeah I'm with Krabman on this one. While you could throw the 5d an be iishanten it's a dangerous tile to discard at this point with no dots showing in any of the discard piles except for the 1 9d in North's. I'd probably discard the 6-bam first though, since it's on a suji of a tile in all three discard piles (the 9b in East/West and the 3b in North). The 9d still feels dangerous for me, due to no other dots being shown as mentioned above. I'd probably throw the 4c after the 6b for the same reason (suji in all discard piles), and then after that hope that someone had thrown some tiles that give me some other safe options.

I don't think this situation looks too dangerous for an iishanten hand to continue trying. Throw the 8-crak for maximum path to tenpai.

I've lost many times due to careless discarding so that's why I chose to switch to defense. We never want to deal in. But to risk that Dora being stolen for a Pon is not welcome either. Even if we get to tenpai with this hand the wait will probably be weak and it'll be too late to hope for shape improvement. San Shoku is out of reach.

I think Dora shibori is a good move here.
