Is that from a real situation? Man, mahjong can be painful sometimes. Anyway, assuming I'm
in a setting where you can't discard north or the game would be cancelled, I'd go with hatsu, if I can climb back to ryuu isou it's perfect but if not I got a clear shot at chinitsu tanyao, which is not bad at all.

I was more thinking about 2-bam to maximize the chances for ryūiisō, but it would likely result in furiten.
Looking again, discarding green-dra gives good chances for sūankō, in top of pure hand + tanyao and/or sanankō.

So, for winning I'll discard green-dra , for fun I'll discard 2-bam , depending on the context.
(Of course, assuming four winds abort is in use.)
Cats don't do タンヤオ (tan-yao) but タニャーオ (ta-nya-o).

Discard hatsu. After that, pon the 2, 4, or 8-sou. Plus option to chii 3-sou.
