Is that from a real situation? Man, mahjong can be painful sometimes. Anyway, assuming I'm
in a setting where you can't discard north or the game would be cancelled, I'd go with hatsu, if I can climb back to ryuu isou it's perfect but if not I got a clear shot at chinitsu tanyao, which is not bad at all.

I was more thinking about to maximize the chances for ryūiisō, but it would likely result in furiten.
Looking again, discarding gives good chances for sūankō, in top of pure hand + tanyao and/or sanankō.
So, for winning I'll discard , for fun I'll discard , depending on the context.
(Of course, assuming four winds abort is in use.)
