Blgh, blub bwuh, augh, what a data dump. It's great, but the giant numbers make it hard to decipher, may I suggest listing each Yaku as a percentage of the total number of combinations? Or giving each ruleset it's own table? :/.... Mostly I'm going from experience of what I know tends to show up, vs. what doesnt.
I finally settled on a Two category definition of "When" (to aim for the Yaku) and "Rarity" ...which should be self explanatory.
When has options of: Always, Shape, and Pure Luck. While Rarity has a scale of: Common, Uncommon, Rare, and Never.
When::
Always: suggesting to ALWAYS, aim for this e.g. Riichi, Pinfu, Tanyao, Tsumo. Yaku that are sequence related as double sided waits are easier to complete.
Shape: Yaku where your starting hand's shape can determine what you aim for, e.g. ShouSanGen, Any YakuHai, a Half or Full Flush, KokushiMusou.
Finally, Pure Luck, for Yaku like: ChuurenPooto, Tenhou, Ippatsu, Haitei, and Rinshan. Yaku where little effort of your own was involved and you just got lucky, you fiend D:! You can't really aim for these, they'll just happen.
Rarity::
Common: Riichi, Pinfu, Tanyao, ToiToi, Chanta, YakuHai, ChiiToiTsu. Stuff you'll see in a night's play.
Uncommon: RyanPeiKou, SanAnKou, JunChanta, Half Flush. The stuff that is worth a little more, because it is harder to come by.
Rare: Full Flush, Kokushi, Haitei, Ippatsu, SanShokuDouKou(Heck, this could be under Never). Stuff you Might~ see in a night.
Never: SanKanTsu, SuuKanTsu, Most of the Yakuman, I mean srsly? If we're using this guide to teach new players, we don't want them aiming for the nigh impossible stuff <<;.
