Order of winner's payment announcement

Short question: What is the correct order of announcing payment for tsumo by non-dealer? Is it dealer-everybody or everybody-dealer?
Long:
I am reach mahjong player from Russia. I started playing back in 2010 or so, and we were using translated (from english) rules, which sometimes had faults, plus most of us came to like mahjong under influence of anime (Tetsuya, Saki, Akagi). I don't remember exactly wether rules said so, but in Saki they announce wins in everybody-dealer order (like, 700-1300) and we did the same. Yaku and scoresheets we had back then (i believe one of scoresheets was taken from this site's old version, btw) also mostly had scores displayed in this order (ron value on top, small/big value under it, so its in small-big order).
Right now, after about a year and a half of taking a break, I decided to try mahjong again. I cannot find any mention in the currently available rules about how to correctly announce winning payment, but from what I see now it has reversed. Everywhere I'm seeing the opposite order (in sample "calculate hand worth" tasks for "exams" we now have for applying to "professional mahjong league" of sorts that formed in Russia in the past year, also in scoresheets I now find online, even those in japanese). Now its big value first, small value second (like, 700-400)
So, which is correct, and did this actually change recently?
