Short question: What is the correct order of announcing payment for tsumo by non-dealer? Is it dealer-everybody or everybody-dealer?

Long:

I am reach mahjong player from Russia. I started playing back in 2010 or so, and we were using translated (from english) rules, which sometimes had faults, plus most of us came to like mahjong under influence of anime (Tetsuya, Saki, Akagi). I don't remember exactly wether rules said so, but in Saki they announce wins in everybody-dealer order (like, 700-1300) and we did the same. Yaku and scoresheets we had back then (i believe one of scoresheets was taken from this site's old version, btw) also mostly had scores displayed in this order (ron value on top, small/big value under it, so its in small-big order).

Right now, after about a year and a half of taking a break, I decided to try mahjong again. I cannot find any mention in the currently available rules about how to correctly announce winning payment, but from what I see now it has reversed. Everywhere I'm seeing the opposite order (in sample "calculate hand worth" tasks for "exams" we now have for applying to "professional mahjong league" of sorts that formed in Russia in the past year, also in scoresheets I now find online, even those in japanese). Now its big value first, small value second (like, 700-400)

So, which is correct, and did this actually change recently?

Well. Announcing the point exchanges... that's a matter of convention, rather than rule. Either way won't make a difference -- just as long as the appropriate points are exchanged.

Saki has the points announcing low number first. If you ever watch the Shin Janki series (regular Japanese TV), it's the other way (larger number first).

So, even on official tournaments, like JPML etc, they have no rule regarding this and people just say the payment amount in whichever order they want?

I don't think it's beneficial to go down the road of telling people how to announce if the information is the same. The bigger number is the dealer's responsibility to pay, and listen for in either case.

If we start regulating little nothings like this, without making sure people have understood all the basic mechanics of the game, we're all headed straight to hell on this one. This to me is on par to enforcing a method of telling people how to pay for honba, especially since there is no bona fide standard for this either.

What level of short hand is acceptable, for 500-1000 or 700-1300? Is saying the significant digits alone enough, or is it considered rude not to add the place value? (five-ten versus five hundred, one thousand; sept-treize au lieu de sept cents, mille trois cents) ... besides, who gets to call out what's rude and what not anyways? On average, at least a third of my opponents don' t even bother to count, so why should they have a say in telling me that I have to follow the most verbose form to compensate for brain cells turned to OFF?

I'm not at all insisting on making a rule. I just don't want to teach people who I invite to weekend gatherings to play in a way noone else in the world plays.

Like, there is no point to learn to play with open riichi rule if no competitive japanese mahjong rules nowadays include that, likewise with three consequent triplets yaku / wheels yakuman, or play with no-point-limit (hand worth is awlays fu * 2^han).

That's why I'm asking. If there's no convention or rule on that, we'll announce like we did before (like we saw in Saki) and we're fine with that.
