That said, I think you have to do the following in order if I translated correctly...
#1 - Win in a 4-player Ari Ari game once (that is, be in 1st place at the end once).
#2 - In 4-player Ari Ari games, make a hand of at least 4 han while damaten (no calling riichi!) 2 times.
#3 - In 4-player Ari Ari games or in League games, make a hand of at least 4 han yaku once.
#4 - Win in a League game 3 times (that is, be in 1st place at the end 3 times).
And then some other stuff triggers or such - can't really tell the rest though.
