Does that means the deal passes when East is noten, and so it's tenpai renchan?
Or does that means Eastcontinues when he's noten, and so it's noten renchan?
For the last part, I understand the game stops when East is noten on the last hand.

積み場 and 振りテンの特例 are not used, but I'm not quite sure what they mean.
a) 積み場: I guess it's a contraction/spelling varient of 積み棒 (tsumibō) + 本場 (honba)?, and thus mean continuance counters don't give extra points?
b) 振りテンの特例: "furiten exceptions". So there are no furiten exceptions, but what are furiten exceptions?

b) 振りテンの特例: "furiten exceptions" I think this needs clarification. But it´s clear they´re not in use.
c) "ポンカン(加カン)した牌に対するフリテンの発生(=捨て牌に準ずる性質があるとみなし、フリテンの対象となる)。" is used/allowed.
It talks about promoted kan and furiten.
I´m not so sure, but i think it say that when a late kan the kan tiles are considered as "dead", so if you end a hand in tenpai but need only the tiles kanned, you´re not in tenpai.
