When, exactly, is the new dora shown on a kan?

The Japanese Wikipedia actually makes a mention of this - there are two common methods, depending on the house rules:

1. Kan-dora is revealed before the discard, no matter what.
2. Kan-dora is revealed before the discard for a closed kan; revealed after the discard for an open kan.

I find this to generally be the case, with 2 common in rule-sets for organizations that have been running events for a long time. Most people, if given a choice, prefer option #1.
