Yes. A triplet completed by ron is considered open for both fu purposes and for san/suu ankou.

In the tsumo case you will also get the +2 for tsumo and closed ron is of course +10, so the totals are

Ron: 20(base) + 10(closed ron) + 4(3m closed triplet) + 2(8sou open triplet) = 36 -> 40.
Tsumo: 20(base) + 4(3m closed triplet) + 4(8sou closed triplet) + 2(tsumo) = 30 -> 30.
