東風戦4回中、毎回ポイントプラス: End with positive points in 4 Tonpuusen games. This probably refers to the ending score (That plus/minus thing, so more than 30,000 points should be ok).

半荘戦3回中、毎回ポイントトップ: In 3 Hanchan, be on top each time.
半荘戦4回中、毎回寺坂のトップを阻止する: In 4 Hanchan, everytime Terasaka is on top you need stop/block/hindrance him/her. Probably this means you have to steal her/his position.
3rd:
半荘3回中、毎回ポイント30P以上: In 3 hanchan obtain more than 30P.
半荘2回とも、神崎に30P以上リード: In 2 Hanchan you should win against Kamizaki by more than 30 P.
4th:
半荘3回で横川にご祝儀チップで10枚以上リード: In 3 Hanchan against Yokogawa, be the leader with 10 Shuugi (Congratulations) Chips or more than this Yokogawaa guy/lady .

These are from the statistics. The first 2 never seem to change no matter what i do so im not sure what they represent.
The last 2, i believe, are the # of consecutive wins and the # of dealer renchans, but its the first two symbols in each one, which are identical, that im unsure of.
By the way, if I havnt told you before, you have been a great help to me. Thanks again.

聴牌平均巡目:Tenpai average turn: You obtain tenpai in the 9th turn as an average (9巡目).
焼き鳥回数:Times you´ve been Yakitori. Playing with Yakitori rule, if you don´t win at least one hand, you´ll be Yakitori (fried chicken). This means an amount of points will be subtracted from you at the end of the game (probably a huge amount): Yours is 0. Which means you haven´t played with this rule, or when you did you won at least one hand in that game.

got myself in a hole here. Obviously, I couldnt claim the for a win that north discarded because my hand was open.

The red says KUIKAE. No chow switching. I thought having the 6789 would make a difference. It didn't.

It says:

You can't throw the or the with the kuikae rule.

In other words, if you discard the 6, that's illegal, and if you discard the 9, it is also illegal. Therefore you cannot call chii because you have no discard available. Painful.
Best course of action is discard 9s and go with a tanki if you draw a 2-8 tile, assuming kuitan is ari.
