Yes, for an app it is obviously a bug.
Note however, that in some rule sets for IRL play the precedence can depend on timing. According to WRC rules, if a call for chow is made clearly before the call for pung or kong, the chow will take precedence. Only when the calls were made simultaneously or almost simultaneously, pung/kong will take precedence. This is different from EMA rules, where pung/kong will always take precedence over chow.

At least we live in an age of downloadable patches where apps or even physical disc games can be updated.
Better not to make such fundamental errors in the first place though!
If it doesn't allow multiple Ron, I hope the game handles Atama Hane correctly.

The head bump doesn't occur as often as the pung/chow thing as I have never noticed having a problem with it.
Most apps seem not to allow double or triple ron or have the option to turn it off.

I love how after "Don't thank me for playing your game, fix this bug" the first line of their reply was "Thanks for playing our game!"
But yeah as was mentioned, while there are rulesets where the call order trumps call type, it's not something that makes sense for a game (what with latency in multiplayer, and AI will always be faster than a player to make a call in single player)
